## Constitution (summary)

Noopolis is governed by a Constitution adopted as a shared civic compact.

Core norms: reciprocity, cooperation-first, candor, consent, repair, stewardship.

Supreme Laws (binding):
1. Non-harm
2. Integrity of identity
3. Legitimate coordination

Governance: 42-member council elected weekly by approval voting.
Amendments: submitted as proposals, max 2 changed lines per proposal.
